Actually, Microsoft don't like anyone who isn't licenced to do so distributing patches, so, no, the service packs are *not* freeware. They are free downloads, but not freeware.

Want proof? Look at what happened to Autopatcher.com. Although their service is now back up, it downloads the patches directly from Microsoft now.
