Could be a firewall issue on the Belkin Router? You may need to enable MSN's ports to be forwarded/opened.

If you have other PCs in the house does it do the same to them?

Try turning Vista's firewall off and see if that solves the issue.

My Vista laptop works ok on MSN.

If you can't get it working, you can use rudementary features of MSN by going to webmessenger.msn.com Does that kick you out too?
