I dunno really. If Brown wants to be seen to be doing the right thing, then why does Downing St specifically say he's not boycotting it? Its probably a coincidence.

If he was dithering he wouldn't be the only one. I think the China protests have really suprised a lot of people, myself included. China have historically always been given an easy ride over their human rights record. I mean if people were that affronted by it, why not say something before? China were awarded the games years ago, and their position on human rights violations hasn't changed.
