Forget that there are speed issues at the moment, lets crank the speed up higher, the mugs ( in all respect ) will come in their droves.

There should be no speed increase until they get their act together on what people are being duped out of now.
It's quite possible that after VM have upgraded their networks people wont have speed issues. It is their stated intention to concentrate available funds on making their broadband product the best on the market by introducing Docsis 3 etc. For many people, if they are not in an oversubscribed area, it is already the best.
BTW Arcam, have you got VM broadband?
