The ISP's are moaning because they're business model is wrong. They've based their price points on the mistaken belief that users wouldn't use all the bandwidth all the time, now we have P2P and other such things they're finding it hard to maintain service. Up till now all bits have been equal, now they want to charge extra for bits that come from P2P type services.
I don't think this is practical, in the end they will have no option but to put the tier prices up. None of us will like that of course but that's business.
