How can they arrest somebody for selling <deleted> or <deleted> boxes? there is nothing illegal about selling those.
Using them on NTL's network it's illegal. Modding NTL's boxes is also illegal as NTL owns them.
How did he get hold 250 of those STBs? NTL is leaking STBs somewhere.
