Yes but no but.

If the picture is transmitted in SD, you can't actually make it HD as the information isn't there. Upscaling tries to electronically guess the stuff that might be missing so that your TV can work at a higher resolution. Most of the time the picture will look sharper and more detailed due to this electrotrickery, but sometimes it can look worse i.e very grainy.
