If you have reformatted your PC, you need to ensure all drivers are reinstalled. It depends on the media you are using for the reinstallation as to what parts of your PC are recognised automatically. A standard Windows disk doesn't necessarily include all the specific drivers for your system. You can check if any are missing by using Control Panel > System > Hardware > Device Manager.

If you need to reinstall drivers, start with the motherboard chipset, then do the graphics, sound, network and so on. Motherboard should always be first.

As you have reformatted, chances are that you have to reregister your computer with the Set Top Box. Procedures as previously described.
