As far as capacity issues go, they may well have a few spaces on existing multiplexes they can shoe horn channels into but they cannot add new multiplexes to the existing networks.

you need to do bit more research DVB-C2 does exist and its coming soon.
proof is this cable magazine just check out the welcome and on page 2 it shows the info. It been in work with DVB-T2 so its likely close to completion for role out.
On page 4 there is very interesting interview with Ernie Cornier chief commercial officer of virgin media. Infact the whole mag brilliant read.
