True VM, like most ISPs don't state a minimum speed they will offer. Perhaps they should. To be consistently getting less than 25% of your average expected speed is rubbish. Contention can reduce it to those levels, but it should only be occasionally.
Indeed hopefully OFCOM will start to get tough on ISPs who are clearly deceiving the average punter who knows nothing about what contention and the like means and instead purchases a service based on the headline "up to xyz speed". All the punter sees is that figure. Maybe ISPs should instead be marketing on the basis of an average speed?
