The optimizer throughput setting is used to scale certain parameters accordingly - it is not an actual bandwidth setting. The main thing it influences is the RWIN setting, which needs to be big enough to allow a whole BDP (bandwith delay product) of bytes to be in transit.
The downside, an excessively large RWIN can result in higher packet drop, until the rules for increasing and decreasing the RWIN in use come into balance.
