I have just left Freedom2surf, which did provide a 4-5Mb download most of the time. Considering i'm less than 1Km as the crow flies from the exchange, all the internal cabling and sockets are brand new in the house that wasn't to bad but i complained that it should have been nearer 6-7Mb considering i was paying £24 for the service. So i moved to Ukonline within the last moth onto the 8Mb business broad band package and was getting a consistent 7-7.5Mb for £24, the a couple of weeks ago i was upgraded onto the 16Mb package and consistently get 10Mb, but my connection does drop out at least once a night at the moment.
So i would either go for Freedom2surf or uKonline, unfortunately there are so many reason why you won't get the full service regardless of what ISP you go with.
Every ADSL ISP uses BT Wholesale, so you are at the mercy of BT, so when you have problems with your connection it's a case of convincing your ISP and also BT to get the problem resolved!!
