Hutchison 3G(3-Mobile) are offering free phones with 18 month contracts and the contracts are really good!

£15 per month for 500 minutes anynet anytime
£15 per month for 250 minutes and 50 texts
£20 per month for 500 minutes and 250 texts

That seems quite cheap.
