The problem is that a lot of the early Bond films (and, indeed over half of the total amount) had music written by the excellent composer,
John Barry. He even played the famous James Bond riff on Bass Guitar which provided the theme for Dr No (and is arguably one of the most recognised tunes ever). His style is very well defined (listen to the soundtrack for Enigma, for instance, it sounds very much like a Bond soundtrack). Thus, people have a very set idea of how a bond film should sound.
Apparently when he started working on Tommorrow Never Dies, David Arnold was told to make his music sound like it was obviously Bond (which, apart from the themes, he does), but he said in an interview that it is really hard to come up with something that sounds new, but still follows the same themes..
