As I understand it, Pubs and Clubs don't automatically get the right to 24 hour opening. They can request it, but if the local council refuses, they have to stick to the hours set out in their licence.
That and the fact that in a lot of areas, it's probably not financially viable to stay open for 24 hours, means that not many areas have 24 hour pubs (hell, even in Central London, I don't know of any, although I do know of plenty of pubs that stay open to 2 or 3 am).
