I think you have made a mistake there as the debt was handed to a debt collection company and the same will apply to the £28 owing, and by the way it was not a traffic offence it was a council parking fine which is rather different.

If you apply for credit then it would be against your name and giving you a bad credit rating, they should just pay it for peace of mind unless they feel they can live with a poor credit score.

Let's hear from someone that this has actually happened to!
At a previous address the virgin account was in my girlfriends name but the bills were settled from my account.
The relationship failed, she left so I phoned virgin and was told that I couldn't cancel as I wasn't the account holder.
'Don't worry' the chap said. 'just cancel the DD, and as we don't have a forwarding address for her that will be the end of it.'
Which is exactly what I did.
Received a letter to her name once a fortnight for a couple of months threatening extra charges, fines, disembowelment etc followed by a letter informing her that the debt had been passed to a credit collection agency. (I returned these marked 'not known at this address')
All this time I was receiving mailshots from virgin media to her name asking if she would like to sign up to virgin!
Virgins T&C are a one way street, we sign a binding 12 month contract which we can't quit or alter, yet virgin can change prices or services as the see fit?
My advice to the op?
Write a politely worded letter to virgin hq telling them where to stick their £28.
Sign up with Sky.

Peter, you are correct. I cannot guarantee that the op will not be chased, however unlikely, for £28.
But, I can guarantee that if he doesn't give a forwarding address, he won't be found.
Debt recovery agencys like soft targets, ones like your daughters boyfriend with an address to send the court summons to.
Without that they are stumped and they are very limited as to the methods they are allowed to use to re-aquire you.
It is a highly regulated buissiness, and for good reason.

The debt applies to the person and if one was applied then years down the road when then want to become a part of the real world it comes back to knock them down, now for the sake of £28 would anyone in their right mind want that.

I for one know that most people in the real world want a nice clean slate which keeps their credit score nice and high.

So rather pointless being an idiot and going off grid over such a piffling amount and anyone that advocates not paying does not have a clue regardless of how much they spout rubbish about laws and other dross.

As above to do that for a £28 debt you would truly have to be exceptionally stupid because you do need a credit history just to get a job nowadays.
