Just had an email from VM about E-billing
trouble is it's a blind link - not sure where it ends up but not right place - whereas this

The first page makes sure which company you are from and a few disclaimers. Cos if you are Virgin.Net then it is a different link to Virgin Cable

Did you request a copy bill at any point?
If you've definately paid it don't worry its just a crossover in the post...not sure why you're receiving May's bill in July, though? Unless the RM cocked something up.

I didn't request a copy bill, no.
A cock-up? On Virgin's part? Oh, surely not. 
I was rather brassed-off when I got a bill saying I had an outstanding amount when I knew I'd paid the last one online - until I noticed the date.
For some reason, trying to pay the online bill directly doesn't work, or it didn't last time I tried; so I just paid using my Barclays Connect account online. Same diff, surely.

RM = ROYAL MAIL not Virgin Media! lol
But yea its just as possible that there was a cockup from VM although i'm unsure how as there is only 1 bill printed and sent every month, unless a further copy is requested.
Online isn't the quickest method of pmnt.

online transactions from the bank via online banking go through the BACS payment system which can take 3 working days.
Card Payments go through the card payment system which authorises a transaction immediately. Can still take 3 days to completely clear from your account though

I have used the VM ebilling a few times, but the my bill, I went to pay it as usual, filled the few details in as required, then within the VM window another window loads up which is SecureCode via my bank/visa filled that in and pressed submit only to be greeted with a page not found....!?
So I tried it once more and the next day and just the same. VM say the bill is still outstanding, and my visa securecode online shows three receipts for the payments, yet my visa statement shows no payments?
So how do I pay now? Who do I contact? and Who is responsible for the website error -VM, my bank, or visa ?!

You'll need to contact customer care or collections to pay now...or go to a paypoint.
With regards to the website fault, sounds like its possibly an issue with the banks securecode site, as you will be directed to this AWAY from the VM site.
Might be worth checking with them to be honest.

Yes, it's just annoying, worked before, I dont think it's my PC/browser and like you say it's with the SecureCode submit that comes back as no page error.

Hmm. I've paid my current bill - via the actual site, it worked this time (possibly I didn't have NoScript set properly before) - but the site says the bill's still due by the 11th. It was definitely paid, as a quick online check of my Barclays Connect account showed. How long does it take the site to update, i.e. 'this bill has been paid'?
