When you say doesn't seem to be that rapid, do you mean downloading, browsing or something else (e.g. p2p)?
If the speedtest comes out ok (most times of the day), it may be something with your computer/setup.
One thing you might try is to run the tests at
www.pcpitstop.com. It may come up with some tweaks/advice that may speed up your connection.
Also, if you haven't done this, it never hurts to look for spyware, using adaware and spybot:search and destroy.
