You have to get a complete ring of dark circles around the cat, if the cat reaches the edge of the playing field it will run off and escape.

In about 10 goes I managed to do it twice

The secret is to make use of spots already there, build a perforated perimeter which you then close as required.
Some start positions are probably unwinnable.
