I finished my second playthrough last night.
My first was an import of my 3rd ME1 playthough, a level 60 Paragon Vanguard. Stayed Paragon, & stayed Vanguard, for ME2.
The playthrough I've just finished was an import of my 2nd ME1 playthough, a level 59 Renegade Vanguard. I stayed Renegade, & re-classed as an Adept, for ME2.
Still awesome the second time around.
I'm actually really tempted to jump straight back in for a third playthrough (L60 Paragon import again, but probably re-classed as an Infiltrator)... but I think I should wait a while, as I have other stuff to play & I don't want to overdose on ME.

I'm on my second go now, started from scratch with a female Shepard and going mostly renegade this time, what I want to know is; if you don't import a save game from ME1, are the past details randomised or is it the same each time?

There's no way I'd start from scratch - I wouldn't want to miss out on all the things (& NPCs) that are carried over from ME1, even the little details.
AFAIK, default = effectively Renegade, with zero side quests.
- Sacrificed the Council in ME1
- Udina now leads an all-human Council
- Wrex died on Virmire
- rachni queen killed on Noveria
- Shiala (asari on Feros) is dead
- asari on Virmire (the one working in Saren's lab) is dead
- Gianna from Noveria is either dead, or doesn't ask for help (as you either let her get killed, or didn't help her, not sure)
- MaleShep = Ashley survived on Virmire, FemShep = Kaiden survived.
Starting from scratch also means missing out on XP & credit bonuses etc. OK, you still get some bonuses due to having beaten the game already, but you get more on top of that if you import an ME1 character.

I think I may have to do a female Shepard on ME1 then on ME2. Thing is though, it's going to be weird starting from scratch on ME1. I mean, I'll need atleast 2 playthroughs or maybe more to make certain decisions.

I've yet to start a run with my ME1 renegade Fem Shep. The encounter with Liara in 2 will be interesting 
I'm still on a run on insanity with my 2nd ME1 import, a male sentinel. Can't seem to get out of the room on the prison ship to recruit Jack, but I'm determined not to change the level

The Liara encounter doesn't really change at all. I think the only difference is that if you romanced her in ME1, you get a brief & awkward kiss when you meet her. Dialogue is the same.
One thing though: To break through the "hard Liara" shell & see a hint of the old one, you need to pick the correct dialogue during the 3rd meeting... bottom left-hand side has something like "Anger at Shadow Broker". I missed that on my first run (I picked the top option, mistakenly thinking I'd still be able to then pick the other option afterwards). On my 2nd run I chose that option, & she opened up a bit & revealed what you find out in the comics: She gave Cerberus your body.
