Depends if the Licence payer or BBC worldwide is paying for it. It also depends how many broadcasters buy the rights to the footage.

I'm sure the BBC will be publishing the figures (eventually)...

Depends if its in there interest to release the costs.
Considering that the systems to view this will not be generally available till 2022 and that they intend to allow a select few in 3 areas to see it on large screens i have to agree its a waste of money that could be spent on better things. Typical BBC wasting the tv tax again.

The BBC have been interested in this format (equivalent to IMAX) for some time:

Why is it a waste of money? The BBC has been at the forefront of developing TV standards ever since the first transmissions from Alexandra Palace. Teletext and NICAM stereo are two of the more prominent fields in which the BBC led the field; in the case of NICAM, the BBC was broadcasting it for five years before they started advertising the fact.

Teletext and NICAM were relatively minor changes compared to this. They were fitted into the existing broadcast signals.

Mosey added that Sharp was working on an 215cm (85in) TV set using super hi-vision technology but that it was unlikely to be widely available until 2022.

Are Sharp suggesting that a 85in screen is the minimum required for this format. That's around twice the width and height of a 42in screen. Is signal technology going to be able to cope with the extra bandwidth required? Especially for the number of channels needed that would make it worthwhile for people to use.
It's seems more of a camera only technology, ie have a static fixed camera and being able to pan and zoom on the picture without losing quality. They would only ever be broadcasting a part of the original image. If you pan and zoom on a pre-recorded video(eg a DVD) then you lose picture quality. If the original is of a higher quality in the first place, then even after zooming in 4x the picture would still end up as being HD quality. In a sport event if an incident happens 'off-screen' they they could go back and look at part of the picture they recorded but didn't broadcast and see the incident.

Re: BBC plans to use 3D and 'super hi-vision' for London Olympics
I don't think the scale of the change is even slightly relevant. Why do you think that it is?
BBC Research is what it is; the Corporation's research arm. There is nothing to say that it can't have an interest in any innovation beyond a certain arbitrary point.
BBC Research puts the entire British TV industry in a good place to be able to lead technical development of the medium. It means technical innovations in TV broadcast can be shaped to our needs, rather than having to shift the industry to follow innovations designed elsewhere.

Selling the rights to the Hi-Vision streams could be potentially lucrative, I've no doubt that there will be a few countries interested in them.
