It's up to you. New nations begin in the Pacific, but you can move out. You can even start your own region. Unless your nation is a member of the United Nations, its region only determines which daily rankings list it appears in. For UN members, however, region is more important (see the "United Nations" section of this FAQ).
Seems like it's encouraged - give me the go ahead and I'll create one. Need ideas on a name though.

Location: The North Pacific
The Most Serene Republic of Blightey is a tiny, pleasant nation, renowned for its compulsory military service. Its hard-nosed, hard-working population of 5 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The medium-sized government concentrates mainly on Law & Order, although Defence and Religion & Spirituality are secondary priorities. The average income tax rate is 15%. A substantial private sector is led by the Beef-Based Agriculture industry, followed by Pizza Delivery and Uranium Mining.

Crime is a problem. Blightey's national animal is the lark and its currency is the pound.
