Because it allows ordinary people a voice.Pre internet in situations like this people just put up with things.

As humans we all indulge in schudenfreude at detestable people suffering. But inflicting mental punishment, is as bad beating people up and making them suffer physically. Its vigilantism and its not big or clever. Also the other thing is that the person being shamed doesn't have to be guilty. We just assume they are. We're willing to take the author's word because its what we want to believe. We all love thieves being shamed.
There was another case recently, much more prominent.

The person, Tom Sawyer who is orchestrating this is treated like some hero. Now if didn't have the eBay info showing Amir to be a con artist, we wouldn't know. This kind of vigilantism is really worrying. We don't know there was gay porn and pictures of women's legs on the underground, we just assume Sawyer is telling the truth.
On a blog, one guy put it very well: "What, you want this guy to top himself? Over £375?" And he's right. You don't know he may well top himself over it. It may not even be accurate. His ebay practices are questionable, sure, but there's doubt about the laptop. And would him topping himself in shame - would it really be worth it over £375? Would everyone be as happy about it then? And what about if it was them? A woman in the Observer wrote about it, and said that any of us can be a target. We all make enemies through our life, and private information is very easily found over the Internet.
For me, its worrying...

In cases such as this the police actually have a good chance of tracing these people afterall there is evidence.Then maybe the goods could be recoved.

It seems pretty clearcut - The people have the phone which they shouldnt have. Assuming this guy has attempted comms with them prior to putting up this site, I see no reason for him not to document his procedings, and show the pictures taken with his sidekick.

Certain US States post lists of tax dodgers on the internet, people post about bad experiences with companies (eg www.startlogicsucks.com) so I see no problem with this.
