Not as far as I know, the button appears only when you've purchased something. But why would you want to anyway?
Normally you wait till you've paid and recieved the item before you leave feedback. Or wait till you've got payment if you are selling.

No, you have to have had a transaction with the seller to provide feedback.
However you can report the Item if you feel that it should not have been sold/was illegal.

basically i've sold something and the winner is being an **** and has now pulled out. He has said don't worry, i won't leave negative feedback...
I didn't think he could, seeing as he has pulled out...

If the auction has finished and he is the winner, yeah he can, eBay wont know that he has pulled out unless you tell them.

my littel eBay knowledge points me towards something called a 'Unpaid Item Dispute'. You either raise this without the cooperation of the guy who pulled out or with his cooperation. Either way I think you are best doing it.

You really have to tell them that it's all gone pear shape, they never remove feedback completley.........they word it summat like 'feedback has been mutuality withdrawn' still looks like a slagging match tho.
Best thing to do is contact them and they will void the auction and you will have to start again, they still want their cut of the auction unless you do this.

If he is the winning bidder then yes he can leave feedback, as has been said the best thing to do is get in touch with Ebay

Feedback can be left at any time by both the seller and the buyer after they have won an item. If he won't pay, open an unpaid item dispute. If they don't pay you'll then get your listing fees back and you can relist.
Its entirely up to you as to if you leave nagative feedback for them, but you can bet your bottom ($) they'll leave it for you if you do.

feedback can be left yeah, its a pulldown menu and simply isnt the default item until, the seller marks as dispatched and for buyer until he has paid.

Don't let bad feedback stop you Tightscot, that is the whole point of 'feedback', and people fear getting it like the plague, however a seasoned ebayer will be able to tell from your overall feedback (assuming you've accrued some) whether or not your a chancer. Report it as unpaid and then appeal to ebay to have the f/b removed. They'll do that when they see the reason for it. I've got a couple for the same reasons and always reply that Emails on the sale are freely available to view by interested parties.

bossjock is correct send him 1 last email asking him to honour the deal then after the alloted time file a non paying bidder it put a strike against him and if he does leave neg or abusive feedback ebay will remove
have been thru this recently
