There is nothing illegal about accessing the 'edited' version of the electoral roll and selling on the information. Several websites do this. There are other information sources they have access to also, such as registered company directors.
You can avoid appearing on the 'edited' electoral roll (read 'chance for your council to make a fast buck by selling your details to any and every marketing agency under the sun') by spotting and ticking the approptiate box when you fill in the annual return.
Unfortunately, as sites like these retain data from several years' worth of electoral rolls, removing yourself from the edited roll this November will not result in you being removed from their older lists.

Gareth I would love to tell the story because it is extremly hilaious, i amy oneday write a book, but as it was only finally sorted late last year, i fear im still monitored by this person and posting it all in a forum would bring a lot of trouble that i dont need. If i write a book i'll send you a copy.

Looks like they're not actually that legal...
Information Commissioner's Office (ICO) hits personal data service
I do know that I requested they removed the hoplessly out of date information about me but they eventually mailed back saying that I'd provided the incorrect data and they would not be removing it...
Which bit of the cut 'n' paste was incorrect???
