http://www.textpad.com/ is good for that too. That's what I use to design HTML pages.

dont forget www.webmonkey.com

Notepad is the product i first used to develope a website nout wrong there, but getting highlighting really makes things simple.

I use dreamweaver, mainly in code view as i like the way i can create templeates for top bottom etc...
