why can't I see my Web server

Hi, I have a web server running on XP with an connection provided my NTL. However, I can't see the machine from external networks. ie, I can't ping it (it can locate the IP address but the request times out). At the moment my firewall is off so it can't be that. However, a friend who's subscribed to NTL can ping my machine and see the web server. Is this something normal. Are NTL blocking visibility of my machine?
