Been using this for about a year on my phone. I say "using" it, unless you put on a silly American accent it rarely works successfully.

There is a lot of Accessibility work going on in Linux at the moment, we have had ORCA screen reader for some time together with keystroke navigation and Debian Testing now has a speech option available during installation.
Anything which makes computing more accessible for people with disabilities has got to be a good thing in this day and age.
