If there's a router in your setup, try powering off and restarting your whole modem/router/pc setup. Sometimes resetting the router helps with Steam oddities.

Still not working, i checked for viruses and spyware, all clean.
I spend money on steam and i can't even use it!, ill try the steam boards and see what they say.

Problem solved, Advanced System Care was interfering with Steam so i uninstalled it and hay presto.
Now i need to install the games again.... gonna be a looooooooong day.
