In IE 8 select Safety in the menu bar (right hand side SW of the X) then select InPrivate Browsing.

You could consider using a separate Firefox profile with a proxy IP. As far as private browsing in firefox you just click on that option in the tools menu.

Use TOR (the onion router) http://www.torproject.org/

Yep. By all means use TOR.
Keep in mind though that the tunnel is only encrypted up to the exit node, which must (in order to forward your traffic to it's destination) then decrypt it. There are a large number of compromised endpoinrs out there, so for your own sake don't push anything sensitive through TOR.

Is there any option to choose an end node in a specific country in Tor?
I'd love to be able to use it as a reliable proxy server

That's kind of within the essence of it.
It's also not really very useful (or appropriate) for privileged westerners with big, fat broadband connections who just want to 'surf anonymously'.

Then you need to locate a public proxy server in the country that you're interested in pretending to be from and change your browser settings to use that proxy.
Obviously please only use this for completely legal purposes....

I know that, but doing so usually means a proxy dance involving mislabelled, misconfigured or otherwise not working proxies, and giving up after an hour of frustration
