Both you and the OP would be better off using a decent VPN service, which would give you control of which country/region you emerge from.

Downside is that it costs money (I pay about $40 a quarter - whatever that is in real money) and you are still obviously accountable (and visible) to the VPN provider and its usage policy.

Upside is that they're fast, secure, reliable and can be used for all the same media and services that your regular ISP connection can.
