The ISP's are moaning because they're business model is wrong. They've based their price points on the mistaken belief that users wouldn't use all the bandwidth all the time, now we have P2P and other such things they're finding it hard to maintain service. Up till now all bits have been equal, now they want to charge extra for bits that come from P2P type services.
I don't think this is practical, in the end they will have no option but to put the tier prices up. None of us will like that of course but that's business.

The BBC is wrong to suggest the ISPs should put their prices up to tackle bandwidth issues!
Who are they to suggest this is the way forward...they make £xxx (400??) Billion quid-a-year!
ISPs should be working with ALL content providers to find the balance between good quality content and bandwidth friendly content options.
Personally I think HD TV over broadband is a no-no at the moment until services (a) speed up and (b) bandwidth becomes cheaper (but i'm not holding my breath on that part).
The BBC should admit that it's made a mistake in using P2P as a medium. My view is that it's used P2P because its the cheapest form of content delivery - using users connections to allow faster/more reliable downloading of its content.
Really it should have spent the money on server & network infrastructure to manage this (or at least part-manage it).
I do use iPlayer - on my 2mb Cable connection. I have streamed and downloaded content. But I wouldn't rely on it for watching TV i've missed alot. Maybe once per week (topgear usually).
Everyone (ISPs, content providers & OFCOM) should be talking alot about this. And BT Wholesale, though profit-driven (in all honesty, no matter what they say) should be lowering wholesale prices (or even prices of LLU delivery) to help the takeup broadband.
My view is - the more broadband subscribers there are, the more profit ISPs make, and the more money they SHOULD have to put back into their networks and content and content delivery systems!

I understand that its not exclusively P2P - but surely with all the hoo-ha about P2P that has generally gone on in the past with illegal downloading etc, it can't have put the BBC in good stead to launch iplayer to the public like this.
The BBC must've known that alot of P2P traffic within ISP networks are throttled/shaped in some way. So it seems like it was the BBCs way of trying to put pressure on ISPs in the first place (just my slant on it probably).

Why should the BBC waste the taxpayer's money?Seems they can't win.You don't want to pay the licence fee but then you won't want to pay the increased tariffs from the ISPs either.

perhaps if they didn't make claims they cant back up for every one like 20 and 50meg the problem wouldnt be there
this is the same as the unlimited limited argument
they should invest in upgrading but only offer the service they can guarantee for now .
this goes for all isp's
it seems insane to me they tout the high figures this brings them those who want to download lots then moan because they do
most want a stable always on at a fixed price the bbc stuff is nice but i don't really mind if i need to download it over night BUT if you tell me i can stream it any time then i will at peak times because that's the time i have free to watch it !
honesty from all is what is needed

I don't mind paying more for a Quality of Service. But most consumers won't want that. I pay my license fee (but it seems to go up year on year - when I don't really see any investment in services?).

I have to disagree when I consider that the BBC provides a player,an enormous website,several tv channels,several radio channels plus all the original dramas etc,etc,etc.As for quality of service well I pay VM for the privilege of naff channels with mostly naff programmes a lot of which are crap US supposedly comedy shows all with increasingly longer ad breaks.In comparison the Beeb seems a better economic choice.
