Business (or COM for Commerce) is considerably less effective than Industry against unemployment, but a little less damaging to pollution. Maybe it also helps with the possibility of rare buildings, and it also spices up the building selection. If you rely to much on IND, that may risk the "Chemical Explosion".
It seems that transport can be allowed to wander down a fair bit before it trips anything, while 1% crime and couple of percent pollution leads to forest pyromania - it seems that while 1% crime doesn't cause much trouble on its own, that plus another stat out risks criminal damage.
