Why does any population I add always become an unemployed criminal

Before I visit the city any one want to give their opinion on which area will be the most productive.?

Probably population can be added.

Unemployment seems to be the most critical. If industry isn't added it seems only a few hours before people start walking. Criminality eventually causes traffic disruption, but it probably has to drop to the 2% makr and be ignored for that to happen. As for the cabbage odours, well smells don't kill normally, so again that can probably be ignored at just 1%. I haven't seen real consequences of transport being out, at one point we had that down to 95% and didn't seem to get that punished.

Ok, despite my not clicking the site since yesterday my attempt to add to the population to-day has not been registered.

I went directly to the XML feed http://cable-forum.myminicity.com/xml assuming, probably incorrectly it seems, that this bypassed the 'clicks'.
