Have a look at Pistol City ranking 298th and Spud City ranking 229th both with similar population levels to us. Their criminality levels, 34% and 37% respectively, are out of control with factories being blown up by the baddies.
I think we need to load up on everything but population to keep our existing residents in work, with transport and living in a nice environment.

I'm with Ali G on this one. I think one of the biggest challenges facing CFCity is not crime, transport or the environment. What people are concerned about is a lack of fit girls. I would therefore suggest focusing on a policy of controlled population growth to ensure the continued wellbeing of our residents.

Loading up as such doesn't really work since once something is at 0% (except 100% for transport), further benefits of additional clicks in reserve are hidden from view. It's a balancing act, and the guesswork, and thus "fun" comes from deciding what to click next day. If we have many clickers the law of averages should result in a fair balance.
