I'm not convinced spamming other cities is the way forward. We're probably being caught and overtaken by people who are playing the proxy game. I can't believe we moved up the ranks so well and suddenly we are slipping so fast. Equally there had to be a point at which we encountered the more active cities.

I've decided as there is no option to add schools or museums I'm going to stick to just doing industry..without work we can't support new bodies.
