The thieves have been locked up but the smoke from their fires still lingers around. Transport is sluggish but as it's Sunday it's not creating to much of a problem

Look will everyone stop pandering to the natives..Let them suffer a little..It's good for the soul and might just give them something to be grateful for when they do get some new facilities...
At the moment they get a hangnail and we are pandering to them..bunch of soft sissy wimps that they are...

No it's the God complex that arises when world building...I had to give up on Sim city and the Sims because I just couldn't take the nagging and found myself devising ways to torture the populace/individual Sims...

Oh I'm so glad I'm not the only one who enjoyed sabotaging the natives. My sadistic tendencies were kindled by Civilisation. 
I tried the Imperium Romanum demo recently and found my knack for creating mayhem has not diminished through time.

Added a body as walking is good for you and a lack of 100% transport will not cause our citizens to leave, and more bodies rather than transport will improve our ranking.
Unfortunately said citizen has a wind problem.
