for you , the best option is to run your servers on your local LAN and link them to the outside web by refering people to the VM webside IP, or to make it more tidy by using a free dynamic IP to webname server to point to your cable server IP.
given that your limited by the VM upload speed, another good move/idea is to save any fixed pictures and server related files taking up valueble upload bandwidth on your VM personal webspace and link to their URLs from your LAN web server web pages.
remember its suposed to be fun as your first learning/test website so dont be looking to go mad about looking for massive commercial server space, keep it simple.
Serve-It!
start small (but a very powerful app/script) and download and play with this self contained rebol coded web server and related scripts and be up and running a web server in a few minutes.
you can easly put this rebol serve-it on a USB stick and carry it in your pocket if you wanted to, then just load it up wereever you find your PC.
go here http://www.tgd-consulting.de/Download.html and get
Serve-It!
here for the bbs (click the download script at the top
http://www.rebol.org/cgi-bin/cgiwrap...bbs.r#reb-over
and here for the blogger http://www.rebol.org/cgi-bin/cgiwrap...ipt=new-blog.r
heres several rebol scripts including the original Wiki/Weblog app
vanilla http://www.rebol.net/solutions.html
and many more advanced scripts/apps.
http://www.rebol.net/cgi-bin/blog.r?index=0
http://www.rebol.net/cgi-bin/rbbs.r
http://www.rebol.com/docs/cgi-bbs.html
the serve-it is dead easy to setup within 2 mins,
just copy it to any dir and run.
simply put any files you want to serve in its www
dir and write an simple *.html file that links these files, then tell the users your VM webside ip to connect to it.
if you want to play a little more with the vast
possibilitys of both the core and the GUI view rebol
try out this Rebol Programming For The Absolute Beginner
http://musiclessonz.com/rebol_tutorial.html
for some instant WOW thats good/fun stuff....................
after that you could also consider a full install of the industry standard codebase that has just about everything a person might want to do.
Apache2Triad, that can be found and simply installed on any of your VM cable LAN machines as a self contained unit on a windows OS.

by FTP do you mean an FTP server or an FTP client? installed on your machine, and do you understand the difference ?.
"i need a web server so i can upload videos and stuff to it, i need it so people can download them"
for the above you can just as easly use an FTP server installed on your LAN machine and give your friends the same VM webside IP and they will connect to the default (or whatever you set)FTP port, but its easyer to just use the rebol serve-IT and the HTTP protocol.

Re: Help, web server and host needed!
Set up a spare rig with Windows Home Server. I can help sort out the websites if you like... I recently sorted IIS on my own server.
