It's a DNS service. Choose a web address, map it to your external IP and it's like having a host address.
So you could have something like HabboRetroHotelsareforchavylittlekids.doesntexist. com and point it to your PC/server.

With what? Just make an account then map it to your address, it's not difficult.

As many have already said, Callumpy, you really need to read up more on what you are trying to do, if determining your own external IP is a problem, then you won't get very far with your project, tbh.
Please don't think we are being cruel by not giving you easy answers, you need to understand the fundamentals before you move onto the difficult stuff, is the point - & there is no 'quick fix'
- especially as you want it 'free', when 'cheap' would do what you want much more easily

Think of what DNS is. All it does is convert between IP addresses and URLs.
