yes - to register a domain you have to provide personal details for 'whois' - postal address is in the electoral register, anyway, - not sure about the phone?

Yes you can opt out on all .co.uk domain names which in essence your information is not displayed publicly when some one does a whois on the domain name unfortunatly this does not apply to gTLD names such as .com .net .org etc altough there are sites that you can use to register a domain name where these will not be displayed one such site is called "domains by proxy" another site that does this is godaddy.com although they do charge a little extra for this service.
