You're assuming that her security method is to utilise the post. She may in fact be plugging the moped into a 240 Volt supply, frying anybody attempting to lift it.

You might find that she isn't blonde, some bollards in europe have collapsable lock rings at the base of them so scooter riders can secure thier chains to it mainly due to the high number of scooter riders
