I've often had to dodge the steaming remains of a pigeon, but I've never thought, "Coooooo - that would make a lovely chewy sweet for kids". I blame Care in the Community

Yeah, of course  Naturally after eating a sweet, it encourages me to run over animals.  Could it be their argument to objection is so weak they have to stretch that far?
Wether it is tasteful (in the moral/ethical sense) is obviously in question, but noone has the veto on taste. Certainly not animal rights groups.

The bit that got me giggling was the tyre marks
Given the state of roadkill, methinks kids would be put off from eating the sweets?

With kids these days? We should be so lucky. They are more likely to steal a car and create some genuine roadkill, than be offended over a sweet.
