The question is how many people drive round without a license or insurance because unless the police know you or you are driving like an idiot (most do anyway) why would htey have any reason to stop you?

As an ex-Reliant owner I'll have you know that the Reliant Robin is capable of speeds of upto & over 70MPH. (rattles like hell but can do it).
It can also be a highly desirable vehicle to pinch for the fun factor & because its easy to dispose of when finished with (simply sqaush underfoot & hide in a dustbin).

Most Robins are not dustbins!! isnt that where the plastic comes from?
