Chroma key (green screen) is used so much these days and enables the programs to create scenarios where they either can't film or need a different background..most think it's still for sci-fi films  That video really is an eye opener

You can understand why they do it.. Take for example CSI Miami.. The studio is actually in Los Angeles and the external building used is the Federal Aviation Administration in Hawthorne, California.. So any shots that relate to a miami landmark is cheaper to green screen than fly the cast a thousand miles and back

True. There was a story called "The Two Doctors" during Colin Baker's tenure that was set in Seville. They spent a sizable percentage of the series budget just transporting the cast and crew, not to mention hiring any equipment needed. That would have be a lot cheaper (though not nearly as much fun) to film if they'd have just sent a couple of cameramen and shot the bulk of it in England.
There is also a need for realism.. One of the things that Brian Kirkwood introduced in EastEnders was fairly regular use of Computer Graphics. Why? He simply thought it unrealistic that Walford is supposed to have a major tube line running overground through it (the District Line), yet in over 25 years, we had never seen one train go by the square. Obviously, it would not have been practical to use a real train, and apparently it was not practical to use a physical model. So, they put up a little green screen by the set, and composite computer generated district line trains on to it.

Then there was an episode of Nikita, where they were in "London".
Only a few problems
1. Number plates on cars looked like a bold font had been used.
2. Yellow traffic lights above the raod (AFAIN no such place in london has these
3. the building didn't look British.

The camera also adds 10 pounds...i of course have 10 cameras on me at any one time..which is why I look like I put on weight
