Presumably on the grounds that younger people would accept a certain amount of abuse but were fit enough to retaliate if spat upon.

regarding the article maybe they should hire the lovely myleene klass to go walkabout around the precinct....the louts would follow her like rats after the pied piper........when they are out of town she could give them all a signed photo for being good but threaten to give them one of her cds if they ever return....
