If anyone on this forum was his neighbour then it wouldn't matter by now. They would either be staring at he monitor, scratching their head and wondering; "I'm sure I've seen that plate before", or they're having a civilised discussion.

The same situation exists close to here. The gap between the houses was too small for vehicular access with a garden wall down the middle, so both parties agreed to demolish the wall and lay a driveway that allowed access to both back gardens (and garages). A common gate was also fitted, with both parties jointly responsible for it's maintenance.
One party sold up and the new owners started to abuse the understanding by parking on the "shared" driveway and blocking access to the other party's garage. They also removed the gates.
It all ended with the second party in debt due to legal costs, and they lost their house. The new owners of the second house are now embroiled in legal action action against the owners of the other house.

This is the problem with cases like this ,unless some understanding and common sense is applied they can quickly escalate into a totally ridiculous and unnecessary situation

Police can be called if a driveway is blocked AFAIK as they are blocking access to a highway. This doesn't apply to private roads though AFAIK.

That is just for dropped kerbs, so as you stated not in his case due to it being on private land where it becomes a civil matter with regards to boundaries, not fun.
