A very little googling suggests its a TV and radio mast operated by Norddeutscher Rundfunk, a public radio and television broadcaster in northern Germany.

The UK's tallest one isn't as colorful though it is the tallest freestanding structure in the UK.. My brother used to live just down the road from it..

Japan though does it in style with the worlds tallest tower due for completion next month

Warszawa Radio Mast - a half-wave radiator on 227KHz (long wave). This used to be the tallest communications tower in the world at 2100ft until someone accidentally swapped the wrong guy wire during maintenance then the inevitable happened :O
