Mine too, but it's slow to react sometimes, so after a loud period a following quiet period is too quiet to hear.

Re: US act to ban loud commercials
The third link hits the nail on the head. The problem all stems from the techniques used by the audio engineers who produce the sound tracks for ads. Using compressor/limiters which reduce the dynamic range of the sound track (the frequency space the sound occupies) to maximise the average loudness. This is precisely the problem which has plagued the recording industry for the past few years.
Sometimes the final levels are actually pushed over the clipping limit which introduces nasty distortion, it's not nice to listen to.

The worst thing is when you are watching a HD channel and you have to turn the sound up, you turn over and have your ears blown off.

I don't watch regular TV, but I notice the same thing on the streamed BBC news videos
Some are loud, while some are rather quiet, so you have to make a point of turning the volume down before trying each stream/video.

Re: US act to ban loud commercials
I thought the UK had already sorted this out a couple of years ago & now they are not allowed to increase the volume during breaks & I havnt noticed it for ages.
Found this link, although its from the daily fail it may be what I was thinking about http://www.dailymail.co.uk/tvshowbiz...-millions.html

The ASA ruling said: 'Advert loudness must not be excessive and must be more consistent with the surrounding programme material.

See the third link in my OP, it's being circumvented in some cases...
