I've come across yet another example of what Michael Bywater talks about in his book Big Babies, i.e. the infantilisation of society - if you're in a First Manchester bus station, every so often you get the announcement:
It is against the law to smoke in this bus station.
All well and good so far, although I'm pretty sure we all know that already. But then it goes on:
Failure to comply with this law is a criminal offence.
- really?! Shock horror!!! <sarcasm><strong> I didn't know that! Did you? </strong></sarcasm>
I despair, I really do.

[pedant mode on]Some laws make an offence criminal, some make failure to comply a civil matter [pedant mode off]
And going a step further, breaking some laws will not give you a criminal record, such as exceeding the speed limit (providing it doesn't become 'dangerous driving' etc).
