Why, even though DfT state a maximum carry on bag size of 56 x 45 x 25cm, do airlines insist on having different rules?

We're flying Air Transat to Toronto next month & they have 51 x 40 x 23cm as their limit.
Are you supposed to be limited to the smallest of all airline's requirements or else buy multiple bags?
